一、主讲人简介
Mark Koulen是国际贸易法和国际贸易关系政治领域的专家、兼职讲师。他在关贸总协定、世贸组织多边贸易谈判和争端解决方面有超过三十年从业经验，聚焦反倾销、补贴和反补贴措施、外国投资和与贸易有关的投资措施、贸易政策审查等领域。对分析与国际贸易关系相关的战略和机制方面有学术兴趣。
Mark Koulen is an expert in law and politics of international trade relations. He is also occasional lecturer. He has more than thirty years of experience with multilateral trade negotiations and dispute settlement in GATT and WTO, particularly in the areas of anti-dumping, subsidies and countervailing measures; foreign investment and trade-related investment measures; trade policy monitoring and trade policy review. He has academic interest in analysis of strategic and systemic aspects of international trade relations.
二、讲座摘要
本系列讲座旨在分析现行WTO多边规则中涉补贴与其他国家支持部分，寻找实施规则中出现的主要问题，并探讨WTO补贴规则的改革前景。
The aim of this series of lectures is to examine the existing WTO multilateral rules governing subsidies and other forms of state support, identify the main problems that have arisen in the implementation of these rules, and discuss the prospects for reform of WTO subsidy rules.
